Nationwide AAA Survey Shows Public Support for Tolls

Perhaps even more surprising is that when respondents were asked to choose from a number of funding options, the public did not favor using general purpose revenues, and instead preferred some form of tolling to help pay for infrastructure.

Part of this shift might be explained by another result of the survey: The belief by 64 percent of the motorists that in the last three years, the traffic they experience has become more congested. The study, titled "Pockets of Pain" examined public opinion on transportation funding issues in pockets of congested areas as well as the rest of the nation. Among the options, adding tolls to new roads and highway lanes was the most popular, with 39 percent of respondents supporting it.

Taxes as a funding option were substantially less popular, with only 15 percent favoring increases in non-fuel taxes such as sales, income or property taxes, and only 21 percent in support of a gas–tax increase. Another option, taxing the vehicle miles traveled, received the support of only 19 percent of respondents.
